Navarro & Wright Consulting Engineers, Inc. (N&W) is leading a multi-disciplinary team to update an existing Master Plan Report from 2006 and also update an associated Economic Analysis for repurposing an abandoned section of the Pennsylvania Turnpike into an eight and a half (8.5) mile linear recreational trail/corridor known as The Old PA Pike. This segment includes the Rays Hill Tunnel, Sideling Hill Tunnel, and the former Cove Valley Service Plaza and was abandoned by the PA Turnpike Commission in 1968.
The revised Master Plan will evaluate existing conditions of facilities and systems and recommend improvements for infrastructure including pavement/trail surface, tunnel and bridge condition, lighting, security, stormwater, and environmental conditions. The Master Plan will also provide planning for new amenities such as trailheads, parking, entry, recreational facilities, rest areas, historic interpretation, etc.
The Master Plan Update Report should serve as a practical “road map” to provide the Bedford County Commissioners with a guide to obtain the fullest potential and benefit from the trail as it is opened to the public and can begin to garner recognition as a highly valued amenity in Bedford and Fulton Counties capable of attaining regional and national status as a “Destination/Place” for families and outdoors enthusiasts.
